Every city, by how many of its people train

Eight sessions in 28 days makes you a legionary. Cities and states are scored per 10,000 residents, so a small town can beat a big one, and every Sunday of the season counts, so a city has to keep it up. A first month ever counts twice. A city goes on the board when it raises its standard: 25 legionaries. A session counts when it has three sets or more and is logged within two days; a new account counts after two weeks.
